Dealing with the Past CAMECO

This special collection focuses on the role of the media and communication in Dealing with Violent Pasts. It is based on the collaboration between the Media Consultancy CAMECO in Aachen (Germany) and the Agiamondo Civil Peace programme on Dealing with the Past in the African Great Lakes region. Within a network of ten civil society organisations, including seven Catholic Justice and Peace Commissions in Burundi, Rwanda and DR Congo, CAMECO contributes its expertise in media and communication for Peace. This collection is organised by Justine Cibembe and Christoph Dietz.

Right to memory

"How reliable are the mass media’s stories and images of yesterday let alone of the more remote past? Only by rigorously cross-checking different sources of public or cultural memory might one reach a point that is reasonably balanced and accurate – an exercise in triangulating memory’s ever ... shifting terrain. This, of course, is the essence of positive revisionist history (rather than its negative counterpart, in which one must beware the hidden agendas of politics, ideology, class, gender, and religion.) The notion of a right to memory is, therefore, fraught with difficulty. Whose memories are being sought? How are they to be (re)constructed? How can their veracity, integrity, and credibility be guaranteed? And, in today’s information-sharing societies, what are the relationships between the right to memory, the right to information, and the right to communication? In Cambodia, a cultural unwillingness not to speak ill of the past is confronted by the extreme discomfort of survivors of the Pol Pot regime that killed 1.7 million (one sixth of the population). While the Cambodian government pursues reconciliation based on the political expediency of amnesty, the people’s right to communicate their stories stands precariously on their inability to recover the truth of what happened. In Uruguay a freedom of information law passed in 2008 provides the legal framework for public access to a vast quantity of secret state information pertaining to the country’s military dictatorships. The law clearly stipulates that there can be no restrictions when it comes to investigating violations of human rights. In South Africa, after the Truth and Reconciliation Commission had completed its work, the essential question was how to generate the will to form restorative relationships that could tackle resentment, bring economic restitution, and forge new political structures that were just and equitable. Restorative relationships require coming to terms with memories that others might wish to forget. In this respect, a litmus test for a right to memory is how it might be used to transcend traumatic events in ways that overcome hatred, fear, guilt, and revenge. How might a right to memory contribute to a more peaceful and sustainable future? And a litmus test for political, social and cultural responses to the questions at the heart of public memory is how critical and balanced they are when issues of power, privilege, and impunity haunt the present. La narración se asume como una estrategia de constitución de subjetividad y colectividad, de producción de conocimiento y memoria, de juegos de seducción y conexión. No se trata de contar la guerra (eso lo hacen los medios de comunicación que acompañan el presente de las guerras), tampoco de comprender a los victimarios (ellos solo saben matar y escribir leyes y libros para justificarse), ni de saber la miseria y sufrimiento de las víctimas (hay muchas organizaciones sociales que hacen muy bien este trabajo). Aquí se trata de que los sobrevivientes de esta guerra cuenten sus historias, pero aquellas que quieren, aquellas que les proveen de dignidad e ilusión para seguir resistiendo/viviendo. Así, sin más pretensión, queríamos escuchar las historias de la gente para producir otras memorias, unas cargadas de experiencias de vida y deseos propios. Unas memorias que nos permitan comprender por qué a pesar de la guerra y de perderlo todo la gente de Colombia quiere y desea seguir viviendo, pero sobre todo para saber cómo se vive con dignidad en esta tierra de la indignidad. El resultado: unas memorias frágiles, en flujo, de devenir, para poder imaginar un futuro con sentido. Estas intuiciones se concretan en este libro y en el sitio web desdeadentro.info, historias desde y con la gente. “Si Camilo Torres me enseñó a soñar y Estanislao Zuleta a leer, la gente corriente, la que se levanta y se acuesta, la que mata a otro y reza por él, esa gente que somos todos nosotros, me enseñó a escuchar y a escribir, porque una vez que uno escucha no puede dejar de escribir” (Alfredo Molano). La violencia en Colombia es, también, un duelo de relatos. Por ahora, van ganando los testimonios del Estado, de los victimarios, de los medios de comunicación y de la academia. El país de la dignidad del no-guerrero, del sujeto civil y los colectivos que han sobrevivido en medio de la guerra, van perdiendo el duelo de relatos; esas historias de la gente no han llegado a ser parte del gran relato nacional de nuestra violencia. Pero mientras haya pulsión narrativa existe la posibilidad de ser y tener identidad, porque “una de las afirmaciones más incontrovertibles es aquella que dice que somos los relatos que producimos de nosotros mismos como sujetos y como culturas”.
