"The report highlights both urgent challenges and emerging opportunities in Eastern Europe and Central Asia — a region grappling with financial instability driven by the Russian war in Ukraine, political manipulation, declining support from tech platforms, and the potential loss of decades of accu ... mulated human and intellectual capital in the media sector. These challenges are further compounded by growing polarization, opaque platform-dominated markets, and increasingly repressive legislation. As a result, many media organizations are being forced into untenable choices between defending press freedom and investing in innovation and content production. Despite these pressures, the study emphasizes the resilience and adaptability of local media actors. Donor support remains meaningful in key areas such as institutional strengthening, coordination, research/learning and promoting local ownership. However, the report stresses that financial support alone is not enough — it calls for sustained, principled, and coordinated engagement. As one interviewee noted, “We don’t want to end up in a situation where we’re forced to sacrifice one principle over another — but in this region, that’s already happening.” While panic is not a strategy, inaction risks deepening the crisis. This report provides clear guidance for donors and implementers to reinforce media ecosystems and protect public interest journalism. If we were to summarize the key recommendations of this report, they would be: – Ensure sustainable core funding: Core support is essential to respond to crises and reduce reliance on politically influenced or commercially driven content. – Invest in long-term tech innovation: Fragmented, short-term digital investments fall short. Donors must coordinate support for scalable, sustainable digital strategies and help reclaim advertising revenue. – Address local media gaps: In many areas, television remains dominant while digital capacity lags. Fund initiatives that reinforce local democratic discourse and reduce polarization. – Strengthen legal and safety protections: Small and exiled media face legal threats and security risks. Long-term investment is needed in legal reform, journalist safety, and operational resilience. – Prioritize local leadership and inclusion: Donor reliance on international actors often sidelines capable local organizations. Local voices must be centered in strategy, funding, and implementation. Finally, it’s worth noting that the regional findings are based on a focused but insightful sample: 13 organizations from Eastern Europe and Central Asia participated in the survey (as part of the global survey), alongside 10 key informant interviews. "The results of the research conducted in Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, Serbia, and Turkey suggest that the key determinants for the future of our media and democracies are the following: • The poor socio-economic status of journalists and their exposure to ... pressure and attacks, coupled with modest support mechanisms, cripple the ability of journalists to promote the public interest, report on key issues of public interest, and hold power to account. In the most extreme cases, the pressure involves imprisonment, interrogation, surveillance, and lawsuits aimed at silencing journalists. • The lack of consistent monitoring and registration of cases of Strategic Lawsuits Against Public Participation (SLAPP) in the region, with dozens of lawsuits against journalists filed by political officials and their affiliates. • A growing number or media outlets, but a declining number of journalism students, highlighting concerns about the future shrinking of staff numbers in media newsrooms and about the growing automatization of journalism. The most drastic drop was in North Macedonia, with the number of journalism students in 2023 amounting to only 11% of the number from ten years ago and 50% of the number from 2000. • The number of media outlets is growing, mostly in the online sector, while print media outlets are becoming increasingly endemic. • A worrying trend of overt concentration of media ownership in the hands of a few media conglomerates, often tied to national or foreign governments, that takes a toll on media freedom and pluralism. • The dominant instrumentalization (through ownership and funding) of media (including private and public) for particular political and/or business interests limits the space for editorial independence and integrity. • Non-profit media are still a rarity in the region, with only a few non-profit radio broadcasters in some countries, and an unknown number of online platforms of civil society organizations with a community-focused mission. • Lack of transparency of the media sector, particularly a lack of accessible and reliable information concerning the media industry and the media market. • Advertising is the main source of revenues in the media sector, with the total revenues ranging between EUR 12 million in Montenegro and over EUR 4 billion in Turkey. • Although it is declining, the TV sector is still dominant in terms of its share of advertising revenues, while social media’s share is increasing, and in Turkey it amounts to as much as 45.7% of advertising revenues. • The tech giants such as Google and Meta are an increasingly dominant competitor for media outlets in the region, jeopardizing the future sustainability of national and local media outlets and potentially curbing political pluralism in public communication. • Public funding for the media, including funding of public broadcasters (declining in four out of seven countries), grants, and subsidies for media outlets and government advertising, amounts to several to dozens of millions of euros per country, taking up an important share of media revenues, but without proactive transparency, effective guarantees of editorial independence, well-defined purpose and evaluation, the opportunities to make public funding for the media an important instrument of media democratization remain under-used. • The representation of different age, gender, ethnic, religious, and other groups in media content and in the newsrooms’ staff is limited. In multiethnic communities some policies promote ethnic diversity of media content, while other identity axes are largely neglected and pluralism in public communication is very limited. "The USAID Civil Society and Media (CSM) Program launched the Vibrant Information Barometer (VIBE) study report, which rates Nepal’s information ecosystem as somewhat vibrant. According to the report, Lumbini Province scored 24, indicating a slightly more dynamic information landscape than the national average, while Madhesh Province obtained 22, showing a moderately vibrant information environment. [...] The diverse and inclusive expert panel evaluated the vibrancy of Nepal’s media ecosystem based on 20 indicators with 167 sub-indicators. The study engaged over 30 expert panelists from the national level and two provinces, encompassing editors, media managers, civil society members, reporters, educators, and activists. The panelists were asked to assign scores to specific indicators within designated ranges: zero to 10 for indicators categorized as ‘Non-Vibrant’, 11 to 20 for ‘Slightly Vibrant’, 21 to 30 for ‘Somewhat Vibrant’, and 31 to 40 for ‘Highly Vibrant. The VIBE study was conducted by IREX as a part of USAID CSM Program implemented by The Asia Foundation in Nepal in partnership with Pact. The report highlights several key insights about Nepal's media landscape. Urban content producers benefit from advanced resources like studios and AI technology, while their rural counterparts struggle with limited access to essential tools like printing presses, according to Umesh Pokharel, VIBE Lead researcher and author. Similarly, media coverage in Nepal heavily focuses on politics, often at the expense of critical issues such as climate change, development, and marginalized communities, though investigative journalism remains crucial in holding officials accountable. The dominance of the Nepali language in media limits accessibility for diverse communities, but regional outlets in languages like Maithili and Bhojpuri are working to enhance inclusivity. Leadership within Nepal's media is predominantly from the Brahmin and Chhetri communities, resulting in underrepresentation of marginalized groups, although non-professional content producers contribute diverse perspectives. The report further highlights that financial challenges plague the media sector, affecting print, radio, TV, and online outlets, and leading to closures and job losses. Despite these issues, online platforms like YouTube and Facebook complement traditional media by providing diverse voices, although they face challenges related to content moderation and misinformation."
