Media in Development: An Evaluation of UNESCO's International Programme for the Development of Communication (IPDC)

"The International Programme for the Development of Communication (IPDC) was created by UNESCO in 1980. The pivotal aim was to increase co-operation and assistance for the development of communication infrastructures and to reduce the gap between countries in the communication field. The programme e ... merged from debates within UNESCO about a New World Communication and Information order, and reflections on the importance of communications media as tools for development. Norway has supported IPDC from the very beginning, and was, one of the main founders of the program’s Special Account. Down the years Norway has contributed a total of US$ 11 428 000 to the Special Account from 1982 to 2000. The Norwegian contribution has however gradually decreased from 1 052 000 US$ in 1988, to around 2 million NOK annually in recent years (varying between 226,432 and 308,315 US$ according to the exchange rate). During the last six years Norway has allocated 1 576 474 US$ to the Special Account. Norway is the second largest donor after Denmark. Until 2001 support to IPDC was specified as a separate item in the budget of the Norwegian Ministry of Foreign Affairs. For the 2001/2002 budget it was decided to allocate support to the IPDC under the heading of “Good governance” (UD 2002: post 74, page 153–154). The financial contributions to the IPDC have always been inadequate, and the problem worsened after 1995 due to the drastic drop in funding. In 2001 a moratorium was put on new projects and 46 approved projects were waiting to be financed. Given Norway’s relationship to the IPDC, it is not surprising that it would like to see an evaluation both of the program’s impact and its current impecunious situation. The role of projects in the area of media and communication must be considered within the framework of Norway’s total development policies, but particularly in relation to the commitment to strengthen democracy, accountability and transparency where the media play a central role. The present evaluation is intended to serve as a background for a renewed discussion of the continuation of Norwegian support to the IPDC, and of the reorientation and renewal of the programme." "1. Una primera observación es que se ha encontrado mucha confusión o indefinición en el uso de una cantidad de términos y conceptos. Existe una confusión ideológica general, que causa desánimo e individualismo, no solamente entre los sectores populares sino también en el movimiento popular y dentro de las mismas radios [...] 3. En buena parte se debe esa realidad a la falta de una relación clara y estratégica con los distintos actores en el entorno donde la radio quiere incidir. En muchos casos, las radios ya no logran ser el aglutinador social que se proponen ser. En algunos países hay excepciones a esa regla, por ejemplo allí donde se ha logrado redefinir los espacios de encuentro en términos culturales [...] 4. Pocas radios realizan acciones para lograr un conocimiento sistemático de la realidad. La mayoría confía en análisis del pasado o en sus propias experiencias como fuente de este conocimiento. Tomando en cuenta que el contacto cotidiano con la gente disminuyó y que la realidad se ha vuelto mucho más compleja, es necesario ir más allá de los mecanismos señalados y desarrollar otras estrategias [...] 5. Entre las temáticas que trabajan hoy las radios y las redes se observa un cambio. Hace un tiempo éstas tenían como eje articulador el 'cambio social' (desarrollo, movimientos). Los ejes que predominan hoy son mujer, medio ambiente, democracia y ciudadanía. Con excepción de algunas radios, que trabajan más lo político desde lo cultural, el énfasis de los proyectos está en lo informativo [...] 6. La radio popular sigue teniendo su principal fuerza en lo local. La explosión de radios locales comunitarias en muchos países refuerza esta constatación. Su importancia está en ámbitos como la intercomunicación, lo informativo, los servicios, la solidaridad [...] 7. Los cambios en la realidad mediática confrontan a las radios con un nuevo desafío, el de tener que 'competir' por la audiencia con radios musicales o con señales desde la capital. Muchas de las radios comerciales aprendieron de la radio popular e incluyeron estrategias 'participativas' [...] 8. En los últimos años se observa un cambio fundamental en las estrategias en el ámbito nacional e internacional, donde las asociaciones y coordinadoras impulsan proyectos de comunicación conjuntos. En cinco países las coordinadoras nacionales tienen un proyecto de producción y difusión nacional, principalmente a través de una red informativa. [...] 9. Un factor que incide de manera importante en todo ese panorama es la crisis económica en que se encuentran las radios. El 70% está en una situación precaria o logra apenas una estabilidad mínima. El apoyo de agencias de cooperación sigue siendo fundamental para la permanencia de muchos proyectos [...] 10. A nivel del personal de las radios también hay retos que asumir. El 63% del personal de las instituciones son hombres. Los cargos más ocupados por las mujeres son los de apoyo. Son muy pocas las mujeres que ocupan puestos de dirección. La mayoría del personal se hizo radialista en la práctica. Una minoría significativa (casi 40%) tiene una formación específica en el campo de la comunicación [...] 11. Son pocas las instituciones que cuentan con mecanismos sistemáticos de planificación y evaluación. Menor cantidad aún cuenta con un plan estratégico a mediano plazo. Perú es una excepción en este sentido, donde se invirtió mucho en la planificación en sus diferentes niveles [...] 12. Los mecanismos de manejo institucional no ayudan mucho a fortalecer los proyectos. Hay poca práctica de participación organizada y democrática del personal. En muchas instituciones hay problemas de comunicación, falta de liderazgo y poca claridad sobre la misión institucional, a nivel de la institución y entre el personal. Muy pocas radios tienen una política de personal que incluya un plan de capacitación y evaluación sistemática. 13. En general la capacitación ha disminuido en los últimos años, por problemas económicos o por priorización de otras estrategias, como la inversión en nuevas tecnologías. La cuarta parte del conjunto del personal no recibió ningún tipo de capacitación en los últimos tres años [...] 14. Otro fenómeno importante de los últimos años ha sido la introducción de nuevas tecnologías de información, que en general ha sido señalada como un buen aporte para los proyectos. Las instituciones tardaron relativamente mucho para optar por tecnologías como correo electrónico y el Internet Actualmente el 75% cuenta con este medio de comunicación [...] 15. Un tema de mucho énfasis en los últimos años ha sido la lucha por lograr mejores condiciones legales en diferentes países. Varias asociaciones de radios comunitarias se agruparon alrededor de esta problemática, con el objetivo de lograr un acceso más democrático a los medios. En varios países se logró avances, fundamentalmente en sentido de haber logrado colocar el tema en la agenda pública. 16. Se observa una falta de 'modelos'. Muchas radios y redes están buscando reorientar sus estrategias y quisieran tener referentes, no para copiar sino para dejarse inspirar. Evaluation of the Population Communication Services (PCS) Project

Now working under its fourth cooperative agreement* with USAID, JHU/PCS and its subcontractors provide technical a ... nd financial support for communication projects in all stages of design, implementation, and assessment, including audience identification, message design, determination of appropriate media mix, materials development, and program evaluation. Previous versions of the PCS project (i.e., those carried out under the first three PCS projects) emphasized production of and training for the development of posters, brochures, flip charts, and other materials for providers and facilities materials which were largely lacking at that time. The earlier projects also pioneered the use of mass media, music, and drama for family planning and health promotion. The design of the current PCS project recognizes the importance of community mobilization and interpersonal communication and counseling (IPC/C), and incorporates all three elements in a three-pronged strategy wherever possible. In addition to these planned additional areas of responsibility, PCS IV has become increasingly involved in functional areas that were not anticipated when it was awarded in 1995. These include child survival (including polio eradication), prevention of human immunodeficiency virus/acquired immune deficiency syndrome (HIV/AIDS), environmental health, and—representing the most obvious departure from the project’s traditional orientation—democracy and governance. PCS has assumed responsibility for virtually all of these unanticipated new tasks in response to field support–funded requests from USAID Missions. Indeed, the field support–driven nature of the PCS project is one of its central characteristics. At present, approximately 80 percent of PCS funds are derived from Mission field support funds—a substantial portion of which (approximately 30 percent) has been provided to address communication needs in the areas beyond family planning/reproductive health noted above. The evaluation presented herein was designed to assess JHU/PCS performance in meeting the objectives set forth in the current cooperative agreement, as well as to examine the project’s effectiveness in responding to these new and unforeseen challenges. The evaluation team was asked to review the tools and methodology that JHU/PCS and its partners apply to these tasks, as well as the communication science that underlies PCS’s strategic approach." DTR Radio Listening Clubs, Zambia: Impact Evaluation Report

"The project ran from November 98 to May 2001, involving 13 rural women’s clubs in the Mpika district of Zambia, 600 km north of Lusaka. The clubs recorded their discussions of development issues or requests for development support; the tapes were sent to a radio producer in Lusaka, who recorded a ... response from a relevant service-provider or politician. The discussion and response were edited into one programme and broadcast as a regular weekly programme by the national broadcaster, ZNBC. The clubs listened to the programmes and discussed them at their weekly meetings. This evaluation assessed the development impact of the project, principally by talking to members of the clubs and others in their communities. An audience survey was also carried out, in three different areas. The main findings of the evaluation were: The project has brought substantial material benefits and new information to the communities. To some extent the clubs and communities have been empowered to access development inputs themselves, though the mediation of the radio programme producer has also been an important factor; The success in achieving material benefits for the communities was probably a strong force in building community support for the clubs in the early months of the project, but now their role in providing information and stimulating discussion is equally appreciated; The Clubs have not achieved material benefits specifically for their own incomegenerating activities, which was the original aim of the project, and which they see (on a video) happening in Zimbabwe. Income-generating is still the clubs’ main purpose, so the project should seek to help them strengthen their income-generating activities; The project has stimulated intense discussions, in the clubs and the communities, about social issues. The clubs’ ability to discuss and present issues clearly is greatly appreciated by men and young people in the communities; There is an emerging perception of a role for the clubs as educators for their communities. They are confidently passing on their own experience, and information from outside sources, as well as “hosting” outside experts in their radio programmes; The programmes are widely listened to and appreciated all over Zambia."
