Age Discrimination and Media: Experience of Older Adults (60+)

The participants respond positively to expressions that emphasize the experience and dignity, like “people of respectable age”, � ... �people of golden age” or “elegant age”. The addressing terms “pan” (Ukrainian term for “sir, mister”) and “pani” (Ukrainian term for “madam”) are considered universal. Whereas, the words “zhinochka” (Ukrainian term for “woman”, belittling tone) or “titonka” (Ukrainian term for “auntie”) often cause a negative reaction. 2. Though some discriminatory practices in the field of labor, healthcare, social protection and access to services persist, the focus group participants say that the full-scale war has partially changed the attitude toward older people: the shortage of staff and active volunteer engagement of older adults increased recognition of their experience, professionalism and contribution to support the country. 3. Unlike participants of other focus groups, journalists experience age discrimination in their profession more strongly (in newsrooms or when searching for a job). 4. The respondents do not generally perceive the Ukrainian media as openly ageist but underline poor visibility and subjectivity of older adults in the public space. According to them, the media rarely involve older adults as recognized participants in social discussions and do not cover enough the problems and needs of this age group. Media Monitoring Results: 1. The subject of older adults (60+) was secondary or occasional in most media materials of the sample, and main and cross-cutting topic in only 38.5%. 2. Although direct ageism is rare in Ukrainian media, reporting about older adults is generally extremely stereotypical. For example, Ukrainian media portray people 60+ either as requiring care and assistance or in the context of pension and social security issues and demographic crisis. 3. Materials about active older adults and their stories of development or success are scarce, and even if they do get posted, they are usually about well-known Ukrainians or about foreign pensioners. Older adults’ voices are rarely heard in the media: other people (journalists, experts, relatives, etc.) comment in place of them. 4. The term “elderly people” most commonly used in the media (27,3% mentions) is discriminatory. Although it is still present in the Ukrainian legislation, linguists recommend removing it from public use and from the language of official documents as it is insulting. 5. When speaking of older adults, the media focus on social problems, health and pension issues; this once again confirms the trend of perceiving and representing older adults mainly as a socially vulnerable group that needs care and support. 6. The topic of ageism is still underrepresented and sporadic in the media (about 2% of the materials). Hardly any publications provide a clear explanation of what age discrimination is, how it manifests, and what impact it has on society. This may indicate a lack of public attention to the problem of ageism and a limited awareness of its importance as a separate form of discrimination. 7. The frames with negative connotations dominate in the media field, in particular (1) about the biological fragility and vulnerability of older adults; (2) about older adults as a burden for families or for the country. 8. The active agency frame comes up occasionally in Ukrainian media and does not construct the image of people 60+ as an active and independent group. Thus, the model of active long life remains not visible enough in the information space. 9. The family objectification frame is one of the most common examples of hidden ageism, since even with a positive tone it limits the diversity of social roles of older adults and narrows their representation to traditional family functions. 10. The idealized activity or “super-ageing” frame is not that common, but it may create a new type of age-related stereotypes by imposing an unrealistic standard of "successful aging". 11. The electoral conservatism frame, though rare in the media so far, has the potential to grow if the political activity restores. This frame is of destructive nature, since it deepens the opposition of generations and pins responsibility for social and political problems on a certain age group."(Summary, pages 6-7) more

Auf der Webseite berichten sie unter anderem über kommunalpolitische Initiativen der rechtsextremen Partei, ohne die Interessenkonflikte ausreichend transparent zu machen. „Wenn pseudojournalistische Medien im Lokalen erstarken und sich als Sprachrohr einer Gegenöffentlichkeit inszenieren, dann sind das keine guten Aussichten für das Gemeinwesen vor Ort“, sagt Thomas Schnedler, Co-Autor des Greenhouse Reports. „In Greiz ist es nicht die Nachrichtenwüste, die uns Sorgen macht. Wir warnen vor dem Gift der Parolen, das über rechtsextreme Medien und Social Media-Kanäle in das journalistische Ökosystem und den öffentlichen Diskurs einsickert.“ Der Report macht deutlich, dass es mehr Angebote zur Förderung von Medienkompetenz braucht, damit Menschen unabhängigen Journalismus besser erkennen und nutzen können. „Vor allem jungen Menschen ist es offenbar nicht mehr so wichtig, aus welcher Quelle sie ihre Informationen erhalten, solange die Darreichungsform ihrem Nutzungsverhalten entspricht“, sagt Malte Werner, Co-Autor des Reports. In rural areas, word of mouth is often the only information system that works: In the DRC, over 80% of media outlets are clustered in the capital Kinshasa, leaving vast rural areas effectively without coverage. In these communities, access to information depends less on digital innovation than on trusted local networks: local leaders, women’s groups, grassroots organisations. These systems re resilient, but they are not infallible - information shared informally can be incomplete, delayed, or distorted before it reaches its intended audience. AGILE will support more accessible and inclusive information by working with trusted local intermediaries, community networks, and communication channels that already form the backbone of information access for marginalised communities. 2. Radio is still the backbone of information access – and it is under threat: In Uganda, 87% of respondents reported having a working radio at home. In Zambia, around 60% of the population listens to radio daily. In the DRC, more than 4,000 radio stations serve communities across the country. In a region where digital access remains unequal, radio is not a legacy medium - it is the primary information lifeline for millions. But this ecosystem is now under severe pressure. Following the cut to US foreign aid in 2025, community radio stations, that relied primarily on this funding source, face an uncertain future. Where community radio disappears, so does the locally rooted, trusted voice that keeps misinformation in check and civic life alive. AGILE will work with community radios, local organisations, and trusted community networks to help information reach people in more accessible and relevant ways. 3. Language is the most underestimated barrier, and communities have a clear ask: When asked what would most improve the information they receive, communities across all four countries gave a consistent answer: Translate it into our languages, and simplify it. Language is the decisive and most consistently underestimated barrier to information access. Official communications, media broadcasts, and humanitarian messages are routinely produced in dominant administrative languages that large parts of the population do not fully understand. Even where people speak the dominant language, technical jargon and bureaucratic phrasing can produce near-total incomprehension. On average, marginalised community members report understanding the language used in information only “sometimes”. In the DRC, ethnic minorities rate their comprehension between “rarely” and “sometimes”. In Tanzania, Hadzabe and Akie communities whose languages are oral and rarely represented in any media, rate their comprehension at the bottom of the scale. In contrast, Zambia is the only country where ethnic minorities rated their language comprehension as "often" adequate, a direct result of community radio broadcasting in multiple local languages. Respondents described asking their school-going children to explain official broadcasts, or depending on religious leaders or NGO staff to interpret messages. As information passes through multiple intermediaries, it can be delayed, simplified, or distorted - sometimes significantly - before reaching the people who need it. AGILE will prioritise multilingual, audio-first, and simplified content production across all activities co-designed with community radios, women's groups, and disability organisations to ensure that the needs of different communities are better reflected. 4. When information doesn't reflect communities' realities, they stop trusting it - or stop receiving it altogether: Accuracy is necessary but not sufficient. Communities are more likely to engage with - and trust - information when it reflects their realities and responds to their everyday concerns. When it doesn't, they disengage. Women across all four countries described a consistent pattern: stories about gender issues may be factually correct, but they "fail to reflect women's lived realities, rendering them irrelevant”. In the DRC, women's comprehension of information is rated as “rarely” adequate - not because they cannot understand the language, but because the content does not speak to their lives. The pattern is even sharper for some ethnic minorities. Maasai respondents described appearing in the media “rarely on their own terms” - their way of life consistently framed as a problem to be solved, rather than a legitimate system with its own logic and history. Several communities reported being exposed to derogatory language and hate speech in the way they are described in media. For people with disabilities, the exclusion takes a different form: the near-total absence of accessible formats. Across all four countries, sign language, braille, and audio-adapted content remain the exception rather than the rule. Information that cannot be accessed cannot be trusted - or used. AGILE will work more closely with marginalised communities to ensure their perspectives, experiences, and ways of understanding information are reflected in media and communication efforts. 5. Inclusive reporting already exists but journalists still face major barriers: Across all four countries, many journalists and media professionals recognise the importance of more inclusive, community-focused reporting. The mapping found this awareness to be widespread - the gap is not one of knowledge or intent, but of resources and conditions. Putting inclusive reporting into practice remains difficult. Covering remote communities takes time and money that most newsrooms do not have. Editorial priorities favour urban, mainstream audiences. In Zambia, several journalists described stories about marginalised communities as regularly sidelined because they are considered “unprofitable”. In the DRC and Tanzania, political and legal pressures further narrow the space for sensitive reporting. The result is a gap between what journalists know needs to happen, and what the system allows them to do. AGILE will support media professionals, community radios, and local organisations to strengthen inclusive reporting practices, improve community engagement, and produce information that is more accessible, relevant, and responsive to the needs of marginalised communities." Es gibt altersbezogene Unterschiede beim Wissen um Einflussfaktoren und insgesamt ein begrenztes Wissen zur Datensammlung und -verarbeitung sowie damit einhergehend geringe Bedenken und Reflexionen über die Preisgabe personenbezogener Daten. Such-, Video-, Profil- und Sozialinteraktionen sind in die alltägliche Nutzung der Plattform eingebettet und finden größtenteils unbewusst, ohne explizite Steuerungsabsicht, statt. Die Teilnehmenden können innerhalb der von der Plattform vorgegebenen Strukturen agieren und Handlungsziele durchsetzen, erleben die (technischen) Grenzen jedoch als kaum beeinflussbar. Häufig fehlen Wissen und Motivation, um tiefergehende Einstellungen, etwa zum Datenschutz, der personalisierten Suche oder Profileinstellungen, aktiv zu verändern. Emotionen spielen in der Interaktion mit der For-You-Page (FYP) eine große Rolle. Die Teilnehmenden erleben positive Gefühle der Wertschätzung, indem der Algorithmus als personalisierter Begleiter erlebt wird, der individuelle Vorlieben erkennt, inspiriert und das Nutzungserlebnis angenehm gestaltet. Gleichzeitig entstehen negative Emotionen wie Genervtheit, Unbehagen oder Kontrollverlust, insbesondere bei unpassenden Inhalten, einer wahrgenommenen Übersteuerung durch den Algorithmus oder der eigenen Nutzungsdauer. Diese Gefühle führen teils zu Widerstand in Form von aktiven Interaktionshandlungen oder zu selbstregulativen Strategien (z. B. Löschen der App) und sind Ausdruck eines Autonomiestrebens. Die Unterscheidung zwischen passiven Kontakten mit politischen Informationen auf TikTok (push: „ich schaue mir politische Videos an, die mir gezeigt werden“) und aktiven Informationshandlungen durch Kuratierungspraktiken wie das Liken von Videos, das Folgen und Nachschauen von Profilen oder die Nutzung der Suchfunktion (pull: „ich nutze die Plattform, um mich zu informieren“) ist essenziell. Grundsätzlich empfinden es die meisten Teilnehmenden als praktisch, wenn Nachrichten oder politische Themen in Form von kurzen Videos auf der FYP angezeigt werden, weil das passive Scannen dieser Inhalte das Gefühl erzeuge „auf dem aktuellsten Stand“ zu sein. Die wenigsten Teilnehmenden konsumieren gezielt politische Inhalte, indem sie nach Themen suchen, politische Videos favorisieren oder politische Profile anschauen und diesen folgen. Die Beschäftigung mit Nachrichten und Politik im Kontext der TikTok-Nutzung widerspricht dem Eskapismus- und Unterhaltungsbedürfnis vieler Teilnehmender. Es gibt eine Grundskepsis gegenüber TikTok, die sich zum einen auf das Image der Plattform, „nicht vertrauenswürdig“ zu sein, stützt, und zum anderen auf die Angst vor „falschen Informationen“ und die damit zusammenhängende Wahrnehmung, dass es sich bei TikTok nicht um eine „seriöse“ Quelle, sondern eine reine Unterhaltungsplattform handle." This study sought to investigate the influence of Malawi’s Cybersecurity Act 2016 on online evangelisation among young Catholics in Blantyre. The study had three objectives. First, to explore the motivations and experiences of young Catholics in Blantyre as they engage in online evangelisation. Secondly, to investigate the influence of Malawi’s Cybersecurity Act 2016 on online evangelisation efforts by young Catholics. Thirdly, to assess the perceptions of young Catholics regarding the relevance of Malawi’s Cybersecurity Act 2016 in fostering safe online evangelisation. The researcher employed two theories; Diffusion of Innovation and the Chilling Effects theory of social conformity to rigorously explore the purpose of the study. Participants in this study were purposively sampled and four focus group discussions (FDGs) comprising five and seven participants were chosen for the study. The findings have revealed that there is a significant presence of the youth online platforms that are adopting online evangelisation. It also discovered that there are chilling effects resulting from the political weaponisation of the cyber laws contained in the Act. Consequently, the relevance of the Act in fostering a safe environment was questioned as it is compromised. The researcher recommended further research on other demographics and using different research methods may give a more comprehensive picture of the influence of cyber law on online evangelisation." Connected Resilience: Gendered Experiences of Meaningful Connectivity through a Global Pandemic

"Looking at patterns between those with meaningful connectivity — defined as having daily internet use with 4G-like speeds, owning a smartphone, and an unlimited access point at home, work, or a place of study — and those with just basic or no internet access at all, we saw key distinctions betw ... een women based on geography and education in our study sample which impacted their experiences of the internet. Across our six survey countries [Bangladesh, Cambodia, Ghana, Mozambique, South Africa, Uganda], women with a tertiary education were nearly twice as likely to be meaningfully connected compared to their peers with less education. Women living in rural areas were three times more likely to lack internet access than their urban-dwelling peers, while women living in cities were over 50% more likely to have meaningful connectivity. Meaningful connectivity enabled women around the world to learn, earn, access government and financial services, and connect with family and communities, thereby also saving essential time and money in transport costs. Women’s educational level and having meaningful connectivity are the strongest predictors of finding information online or participating in the digital economy. Women int erviewed in underserved localities — such as remote villaes in India and impoverished urban settlements in Nigeria — reported restricted digital access due to: lack of infrastructure (such as mobile towers); high cost of devices and data services; income-generating activities and unpaid care work leave little to no time available to access connectivity or digital skills educational initiatives; dependency on men in their family to use devices [...] We propose four tiers of achievable solutions — and call attention to policymakers, investors, and the ICT sector at large to fast-track meaningful connectivity and inclusive digital development for all: 1. Deep investments that use substantial resourcing to make profound changes in a specific policy area or for a specific community. Universal Service and Access Funds (USAFs) represent a key mechanism across the majority world for deep investment strategies. When well executed, they provide clear interventions with measurable changes in the lives of affected communities. 2. Grand visions that combine years of effort with substantial funding resources to revolutionize the status quo. National broadband plans and other key strategy documents — when appropriately supported and resourced through implementation stages — represent a core example of grand visions within this space. 3. Easy wins that are comparatively discreet and specific changes that can still create tangible value at their scale. Gender data — collecting it, creating it, analyzing it, and using it — is a critical component to several easy wins that have been implemented in recent years. Policymakers can start from this level of research and measurement to make clear steps in the right direction. 4. Scalable systems that represent large, programmatic change in the pre-existing ways of working. Multistakeholder approaches and gender targets can provide the foundation for long-term, ongoing processes that scale progress towards closing the gender digital divide. By using policy and regulation to create mechanisms and procedures that consider digital inclusion, policymakers can build habits and routines that gradually and consistently change the course of history."
