Smartphone Distribution Alone Will Never Close the Gender Gap

"Surprise! Giving smartphones to women doesn’t work. A rigorous study from Tanzania tracked women who received smartphones through a distribution program and found that only 34% still possessed their handsets after 13 months. Let that sink in. We’re achieving a 66% failure rate on the most basic ... metric possible. The reasons mirror every failed technology intervention I’ve witnessed over two decades in this field. Women lose smartphones through device theft, technical breakdowns, forgotten passwords they can’t reset without computer access, and social restrictions within households. Rural women predominantly receive secondhand feature phones as gifts from male family members, while men upgrade to new smartphones. This hardware gender divide creates what researchers call “complex patterns in work redistribution.” Men transition from unpaid work to formal employment opportunities enabled by smartphone access, while women often shift into unpaid positions. We’re not just failing to close the gender gap—we’re potentially reinforcing existing inequalities by shifting unpaid labor burdens to women. The regional data exposes the limitations of our current approach. South Asia exhibits the world’s highest gender gaps in mobile technology access, with a staggering 32% mobile internet gender gap that has remained virtually unchanged since 2017. In India, 67% of men own mobile phones compared to only 33% of women—a 34-percentage-point gap that constitutes nearly half the level of male phone ownership. The barriers aren’t primarily economic. Research reveals that income and women’s empowerment have similar explanatory power for predicting mobile phone ownership, suggesting that normative and economic constraints are equally important. Phone usage can raise questions about girls’ “purity” before marriage, while social norms dictate that married women’s primary responsibility is household care, leaving few opportunities for socially acceptable “productive” phone use. The WhatsApp gender gap data reveals the same pattern. Women are 38% less likely than men to use internet-based messaging in India, rising to 50% less likely in rural areas. Even when women gain access to smartphones, they use internet services less frequently than men and for narrower ranges of activities, citing safety concerns, affordability constraints, and poor connectivity experiences." Building an Open and Responsible Voice Technology Ecosystem: Policy Recommendations for Digital Inclusion in India

TREATING FOUNDATIONAL DATASETS AS PUBLIC GOODS: Foundational datasets for speech technologies are large, reusable corpora of audio, text, and metadata. They are curated to support a wide array of downstream applications, including automatic speech recognition (ASR), text-to-speech (TTS), and speech translation. Making foundational datasets available as digital public goods addresses market failures in voice-technology ecosystems and promotes local economic innovation. The report identifies challenges arising from the linguistic diversity and nuance of Indian languages, infrastructural barriers, the absence of common data standards that create governance gaps, and unresolved intellectual property and privacy issues. Policy recommendations for building foundational language datasets include clarifying and revisiting existing laws to enable the use of publicly available material, ensuring sustainable investments supported by government and blended finance techniques, and instituting strong governance systems with shared standards, coordinated repositories, and independent quality assurance. B. BUILDING OPEN AND REPRESENTATIVE MODELS: India’s success in inclusive voice technologies depends on whether speech systems perform well across the country’s linguistic and social diversity. Today, limited openly available datasets, inadequate evaluation benchmarks, and uneven access to compute have resulted in models that perform inconsistently across languages, accents, and demographic groups, especially those from rural, low-resource, or marginalised communities. Strengthening India’s ecosystem requires further investment in data, evaluation, and infrastructure. Benchmarking should be built around open evaluation datasets and transparent leaderboards providing common baselines for developers, improving procurement standards, and helping assess performance across diverse languages and speaker groups. On the infrastructure side, platforms such as Bhashini, ULCA, and AI Kosh offer strong foundations although effective operation hinges on sustained governance, clear access protocols, and long-term funding models. C. INSTITUTIONALISING SUSTAINABLE OPEN-SOURCE INFRASTRUCTURE: Speech datasets place far greater demands on storage, bandwidth, and compute than text data, making the financing and governance of longterm hosting a central challenge for India’s voice-tech ecosystem. A fragmented licensing landscape adds further uncertainty: overlapping or incompatible terms across data, code, model weights, and evaluation sets impose substantial compliance burdens on small actors, while enforcement gaps allow misuse with little recourse. Sustaining open, equitable development requires treating dataset hosting as durable public digital infrastructure rather than grant-based, project-specific assets. By international standards, India’s emerging platforms, such as AI Kosh, provide a remarkable foundation. However, they require longterm funding, transparent governance, and clear access pathways for non-government contributors. Collaborative stewardship models, such as the Mozilla Data Collective, can help establish shared quality norms and consistent metadata conventions. D. STRENGTHENING RESPONSIBLE DEPLOYMENT: Deploying speech technologies responsibly requires more than high-performance models; it depends on safe systems, contextually appropriate use, and clear accountability. Existing data practices lack value-sharing mechanisms, leaving communities and researchers without recognition or benefitsharing, even as their contributions fuel commercial products. Risks of misuse, including voice cloning, phishing, and deepfake-driven misinformation, are rising, and unintended harms like linguistic exclusion, biased performance across accents and genders, and the erosion of regional language identities remain widespread. Addressing these gaps requires structural guardrails that embed fairness, transparency, and accountability into deployment workflows. Preventing misuse demands a combination of technical safeguards, stronger legal pathways, and widespread public literacy efforts to help users recognise risks and exercise their rights. The report argues that a strong ecosystem requires more than innovation funding. Building open-source foundations—including language datasets, standards, collection protocols and responsible AI frameworks—promotes demand-driven local innovation. It is therefore essential that the state plays an active, shaping role, much as it has in the development of digital public infrastructure. In the context of voice technology, this involves both investing in commercially viable languages and sustaining low-resource languages that are vital for inclusion but unlikely to attract private capital. Open-source assets can reduce costs for the public and private sector alike. However, they demand long-term planning and financing for hosting, maintenance, and updates. These assets can be supported through blended-finance models that pool public, philanthropic, and commercial resources. Emerging national initiatives, such as the proposed AI marketplaces, can further structure participation, transparency, and value-sharing across data, annotation, and deployable models." "Ghana is among Sub-Saharan Africa’s leaders in digital transformation. Over the past decade, the government has put the key institutions, legislative frameworks, strategies, and policies in place that are necessary to drive change. The Ministry of Communications and Digitalization leads and coord ... inates development and implementation of a core set of policies and strategies that are digitally transforming the government, economy, and society. The ICT for Accelerated Development (ICT4AD) Policy has guided this journey for more than a decade. A new Digital Economy Policy is drafted and under review to drive the next stage of Ghana’s digital development. The National Financial Inclusion and Development Strategy and the National Cyber Security Policy and Strategy have also been key. Ghana adopted an inclusive approach to developing its cybersecurity strategy, which contributed to improved cybersecurity capacity and considered citizens’ online safety and freedoms. However, a clear strategy for protecting critical national infrastructure is missing. Ghana has been a pioneer and champion of digital government transformation in West Africa over the past decade, with funding and support from the World Bank. Important whole-of-government platforms and services have been put in place, including the Government Wide Area Network (GWAN), which provides internet connection to more than 1,000 district assemblies, hospitals, police stations, and post offices across the country; a National Data Center; the Smart workplace suite, which includes email and productivity tools for government employees; and Ghana.gov portal, a one-stop-shop for citizen services. Still, digital government transformation is incomplete. Easy, efficient, online government services are in demand, but the Ghana.gov portal options are limited, and most major government service providers have their own separate online services portals. The national identity Ghana Card could enhance digital service delivery by providing a universally recognized, secure, and easy-to-use means of digital identification and authentication for citizens when accessing both public and private digital services, but the current identification system is not integrated with other government-operated databases, significantly reducing its many potential applications. The Regional Coordinating Councils, and metropolitan, municipal, and district assemblies (MMDAs) are just now embarking on the digital transformation journey. The Ministry of Local Government and Rural Development coordinates their efforts. Challenges for Ghana’s remaining efforts at digital government transformation include adequate funding to manage and maintain its connectivity and data center infrastructure, affordable internet for regional governments, inadequate digital literacy and skills among mid-level and regional staff, or related national training programs. A big skill gap exists in cybersecurity; Ghana faces a deficit of skilled cybersecurity professionals. Connecting every school in Indonesia to the Internet: Policy landscape assessment

Internet service affordability is another factor contributing to the urban–rural digital divide, which has widened during the COVID-19 pandemic. Despite national spending by the Ministry of Education, Culture, Research and Technology, 40 per cent of students and teachers remain unconnected for reasons related to affordability. Although Indonesia has reached target prices for mobile Internet service of 1.17 (pre-paid) and 1.40 per cent (post-paid), the requirement to study and teach from home has led to a surge in demand at the same time as it has highlighted the high cost of Internet use in education. The way in which the Internet has been used to study during the pandemic makes it unaffordable for teachers and students [...] Despite the best efforts of the digital/telecommunication and education sectors, the residual gaps are indicative of a critical policy issue, as revealed by further analyses. Without proper policy intervention, the education sector will continue to suffer the severe impact of connectivity affordability and accessibility gaps. The following policy interventions are recommended to address these gaps: • Option 1: Issue a new presidential decree expanding BAKTI’s programme for school connectivity beyond the current 3T areas; Option 2: Expand the current Internet access programme beyond the 3T areas to connect schools that are most in need, targeting schools in underserved areas. Option 3: To enhance affordability, have BAKTI focus on coverage programmes (e.g. subsidized base transceiver stations), not only in 3T areas, but also where students and teachers live, and the schools become the universal connectivity target. Option 4: If BAKTI has implemented all supply-side interventions, but affordability remains an issue, the Ministry of Education, Culture, Research and Technology could consider providing demand-side subsidies for underprivileged groups of students and teachers."
