From Crisis to Renewal: Addressing AI’s Impact on Our Information Ecosystem

While AI holds potential to improve access to information, its current deployment risks u ... ndermining the sustainability, diversity, and reliability of news. As AI summaries summarise information directly within search results, they can significantly reduce traffic to news publishers. Evidence suggests users are less likely to click through to original sources when AIOs are present on Google, threatening the financial viability of journalism. These impacts from AI summaries and AIOs in particular are unlikely to be evenly distributed and will play out in different ways across the news sector across Europe, with smaller and ad-funded outlets particularly vulnerable, raising concerns about declining media plurality. At the same time, AI-generated summaries often fail to provide accurate and diverse information. Research shows that AI tools disproportionately rely on a narrow set of sources, marginalising smaller publishers. In addition, persistent issues with accuracy – including misleading or incorrect outputs – risk distorting public understanding and weakening trust in information systems. Current regulatory frameworks in both the EU and UK are struggling to address these challenges effectively. While multiple legal instruments are relevant and already in place – including competition law, platform regulation, copyright, and AI governance – none are fully equipped to respond quickly and comprehensively to the harms of monopolisation and the lack of remuneration for media outlets posed by AI summaries. We argue that competition policy offers the most effective and immediate route to intervention, with digital regulation serving as a secondary lever. The UK’s approach, based on flexible, case-specific competition rules, enables faster action through tailored conduct requirements for dominant firms like Google. In contrast, the EU’s framework is broader but slower, relying more heavily on traditional, time-intensive antitrust investigations and ongoing debates around copyright and remuneration for publishers. Both systems offer complementary strengths, and policymakers should learn from each other’s approaches. We therefore recommend a “competition-first” policy package to ensure fairer outcomes. Key measures include enforcing fair ranking and attribution practices, preventing unauthorised use of publisher content, and potentially requiring platforms to compensate news organisations. However, competition policy alone is not the key. We therefore propose additional long-term interventions, including greater transparency through “nutrition labels” for AI-generated content and increased public or democratic funding for journalism. These measures aim to strengthen the resilience and independence of the news sector, ensuring that trustworthy information remains accessible in an information ecosystem shaped by AI." Unionizing remains unpopular among journalists in the country and without protection mechanisms, journalism in BiH risks becoming even more unstable. • Reports of attacks and violations of journalists’ rights have increased in recent years, reflecting a decline in BiH’s rankings on media freedom indexes. • Despite rapid technological advancements, including the emergence of generative artificial intelligence, the media lack guidelines for their use or studies addressing potential abuses in the media. This absence of regulation and oversight increases the risk of misuse and potential harm. • While regulatory and self-regulatory mechanisms exist, they fail to tackle a core issue in the media: biased reporting, which risks becoming normalized in journalistic practices. • The digital era has brought a proliferation of media outlets, including new television channels. The growth of media outlets does not necessarily improve media pluralism, but could lead to smaller newsrooms, increased workloads of journalists and less quality journalistic content. • Print media has been on the decline, and the country’s major political weekly magazines have ceased publication. Without strategic interventions, print media operations will be difficult to sustain in the future. • Media ownership transparency remains unregulated further aggravating media capture. Media outlets are predominantly owned by companies or individuals with business interests beyond the media sector. • The advertising market has grown slightly in recent years, likely influenced by inflation. However, it remains insufficient to support the growing number of media outlets, posing challenges to financial sustainability. • Television still dominates advertising revenue, but online media’s share is steadily increasing, signalling that digital marketing will become increasingly dominant in the coming years. • Public budgets and donor support remain important for sustaining media operations. These gaps, exacerbated by platform algorithms that reward virality over veracity, create a situation where climate-related disinformation may spread unchecked. The report shows that the climate disinformation impacts IPs in five ways: first, it affects community safety and Indigenous livelihoods by creating a false sense of security or conversely unnecessary panic among IP communities that may lead to damage, displacement and poor adaptation and mitigation practices; second, disinformation related to natural disasters generates fear, uncertainty, confusion and psychological distress among vulnerable IP communities, creating emotional trauma and diminishing their self-confidence in their ability to respond to climate risks; third, climate-related disinformation erodes trust of IPs in scientific forecasts, institutional information and the official responses of state authorities, as viral disinformation messages and rumours fill the information vacuum created by the absence of clear, timely and accessible climate communication; fourth, it discourages Indigenous ecological knowledge and diminishes the credibility of local adaptation methods by painting these methods as primitive, unscientific or outdated; fifth, climate disinformation intensifies the existing exclusion, marginalisation and invisibility of IPs in climate policy frameworks and climate governance mechanisms, silencing their voices and forcibly transforming them from custodians of community resilience to subjects of pity or blame within the policy and media discourses. The study underscores that climate disinformation is not an isolated digital problem but a systemic governance challenge. It undermines trust in science and institutions, weakens public engagement and delays adaptation efforts. This crisis of information integrity demands coordinated action across sectors. The report offers the following recommendations for key stakeholders to address climate disinformation and its impact on Indigenous peoples and communities in Pakistan. UN bodies should support the government in integrating climate information integrity in national climate and digital governance frameworks and ensure Pakistan’s compliance with relevant international conventions and declarations on the rights of Indigenous Peoples. The relevant ministries of the federal and provincial governments should embed information integrity into Pakistan’s climate governance frameworks, including the National Action Plan and Nationally Determined Contributions, to ensure coordinated and accountable action on climate misinformation. iNGOs should facilitate the creation of a National Climate Fact-Checking Alliance linking journalists, researchers, media organisations and civil society for real-time verification and rapid debunking of false climate narratives. CSOs should establish community-based verification networks, conduct grassroots awareness campaigns, promote digital safety and information verification capacity building for IPs and document and amplify local climate knowledge. Media should set up climate news beats within newsrooms, ensure the presence of trained journalists for environmental reporting, institutionalise fact-checking protocols, provide training for journalists on climate science and disaster reporting and adopt ethical editorial standards for coverage of climate emergencies. Technology companies should implement algorithmic accountability measures to curb the viral spread of climate disinformation, promote verified climate information through priority ranking and contextual labels, collaborate with fact-checkers to monitor regional-language climate content for falsehoods and support rapid-response climate information alerts for Pakistan during climate-induced extreme weather events. Indigenous communities should engage in peer-led digital literacy programmes that build capacity to recognise and counter climate disinformation and collaborate with independent media to document." Climate Disinformation in India: Subverting Indigenous Peoples’ Identity

Second, the report shows that the deliberate circulation of climate disinformation in the media subverts IPs’ rights and legal safeguards in favour of state and corporate interests in five critical ways: bypassing IPs’ rights to Free, Prior, and Informed Consent (FPIC) by deliberately spreading distorted information effectively marginalising IP voices from environmental decision-making; restricting traditional practices by promoting false state initiatives while claiming environmental legitimacy, thereby worsening climate adaptation and livelihoods; undermining IPs’ forest conservation efforts, through the reframing of unsustainable top-down conservation efforts as climate action, thus enabling the loss of biocultural diversity; forced evictions and deterritorialisation, often enabled by the misrepresentation of environmental data in judicial rulings under the guise of ecological progress; legal persecution, Intimidation and physical violence, where IPs and environmental defenders are subjected to both online harassment and militarised control in order to suppress resistance to state or corporate projects. Third, this report outlines a set of recommendations for action: United Nations (UN) bodies should conduct an audit of India's compliance with IPs’ rights, investigate how state and corporate disinformation facilitates violations and support the ratification of relevant international laws and conventions; the government should strengthen legal safeguards for IPs by providing greater technical and administrative support to effectively implement the Forest Rights Act, ensuring robust FPIC protocols in all climate and development projects; international non-governmental organisations (INGOs) should support Indigenous-led audits of government programmes, submit evidence of digital surveillance to UN bodies, and help establish rapid-response legal networks and community fact-checking hubs in IP languages; civil society organisations (CSOs) should establish a national database for eco-development displacements, offer mobile legal clinics for land rights and advocate for policies requiring IPs’ representation in environmental bodies; the media sector should expose data manipulation in official forest reports, establish Indigenous-language fact-checking and leverage public broadcasting to boost digital literacy and amplify community voices; technology companies should develop tools to detect disinformation targeting IPs, conduct transparent audits of algorithmic bias on their platforms and partner with CSOs to provide digital literacy and secure communication tools; IP communities should continue to document land-use violations using community mapping, file collective petitions to audit projects violating their rights and build alliances to establish Indigenous-owned media platforms to control narratives." Digital Infrastructure Investment Initiative: Closing the digital infrastructure investment gap by 2030

Developing this infrastructure is estimated to require at least USD 1.6 trillion, according to high-level calculations by the DIII. ii) Develop a framework that describes the key areas that need to be addressed to increase investment and measure a country’s digital infrastructure investment readiness: By exploring the factors affecting investments, the DIII has identified five archetypal challenges that hinder investments in digital infrastructure. These challenges are demand fragmentation, significant gaps in core infrastructure, unclear digital agendas and policies, execution risks, and country risks. The presence and significance of these challenges depend on the context. iii) Identify innovative financing mechanisms and instruments that international organizations and private or public plurilateral/multilateral financing institutions can implement to accelerate reaching the target of universal and meaningful connectivity by 2030: Closing the digital infrastructure investment gap will necessitate the identification and deployment of innovative financing mechanisms and instruments. Through a series of discussions, the DIII has identified a range of initiatives, including platforms for pooled digital investments and technical forums designed to enhance coordination and share best practices.
