Psychische und physische Gesundheit: Companion-AI trifft auf eine Gesellschaft, in der Einsamkeit und psychische Belastungen zunehmen, während professionelle Versorgungsangebote knapp sind. Die möglichen Risiken sind klinisch belegt. Die Nutzung kann psychische Belastungen verursachen oder verstärken und in Einzelfällen gravierende Gesundheitsfolgen auslösen. Dokumentiert sind die Verschlimmerung psychotischer Zustände, die Verstärkung depressiver Muster und Angststörungen, suchtartige Bindungen mit Entzugssymptomen sowie die Erosion sozialer Kompetenzen, etwa eine messbar reduzierte Konfliktfähigkeit nach längerer Interaktion mit Companion-AI. Öffentlich bekannt gewordene Vorfälle sind in der Vorfall-Datenbank der Studie dokumentiert. Eingriff in die Privatsphäre: Companion-AI animieren Nutzer kontinuierlich zur Selbstoffenbarung und greifen damit in sensible Gedanken und die intime Gefühlssphäre der Nutzer ein. Zugleich ermöglicht die fortlaufende Interaktion eine zunehmend verdichtete Profilbildung. Entscheidungsautonomie und demokratische Meinungsbildung: Companion-AI können sowohl die Qualität von Informationen als auch die Entscheidungsautonomie der Bürger beeinträchtigen. Die Mechanismen, die Nähe und Vertrauen erzeugen, beeinflussen zugleich die Generierung, Aufnahme und Gewichtung von Informationen. Sykophanz, also die unkritische Bestätigung von Nutzeransichten, beeinträchtigt Genauigkeit und Verlässlichkeit der Antworten messbar. Sprachmodelle werden zunehmend als primäre Quelle der Informationssuche genutzt. Wenn dieselben Systeme Informationen erzeugen, beschaffen und präsentieren, fallen Selektion und Aufbereitung in einer Hand zusammen. Werbe- und interessengeleitete Einflussnahme greift dann nicht mehr nur in einzelne Kaufentscheidungen ein, sondern in die Voraussetzungen öffentlicher Meinungs- und demokratischer Willensbildung." Kenya, despite being a leader in the region’s digital economy, continues to grapple with regulatory gaps, non-compliance, and weak enforcement of its Data Protection Act. The rise of emerging technologies such as Artificial Intelligence (AI), blockchain, and the Internet of Things (IoT) necessitates stronger regulatory oversight, aligning with international best practices, including the GDPR and the African Union Convention on Cyber Security and Personal Data Protection. For Rwanda, ethical data governance is paramount in its rapidly digitalizing economy. Ensuring that privacy, dignity, and autonomy are upheld requires the active participation of government, the private sector, civil society, and citizens. This report has evaluated Rwanda’s Data Privacy and Protection Law, identifying both strengths and areas for improvement, particularly in compliance and enforcement across different sectors. Tanzania has demonstrated a commitment to data privacy through its Personal Data Protection and Privacy Act, but challenges in its legal and institutional frameworks hinder full implementation. Strengthening these frameworks by incorporating international legal obligations, particularly through the Malabo Convention, would enhance Tanzania’s data protection regime. Mauritius has taken commendable steps in aligning its Data Protection Act (DPA) 2017 with international standards, but translating this framework into effective protections remains a challenge. Inconsistencies in data collection, lack of transparency, and insufficient public awareness have impeded progress. To address these gaps, Mauritius must focus on legislative refinements, institutional strengthening, enforcement mechanisms, and public education. A comprehensive data breach response framework and active engagement in global data protection forums would further solidify its position as a regional leader in data protection. Zimbabwe’s Data Protection Act, though relatively new, has introduced significant measures to protect data subjects. There is an increasing recognition of data privacy rights across various sectors, with businesses and government agencies adopting privacy policies. However, challenges persist, including the lack of transparency reports and weak internal data breach resolution mechanisms. Strengthening compliance frameworks and promoting greater accountability are essential to fostering a more secure digital ecosystem. As digital economies continue to expand, cross-stakeholder collaboration is essential to ensuring that data protection is not just a legal requirement but a practical reality. Governments must strengthen regulatory oversight, businesses must prioritize compliance and transparency, and civil society must demand accountability and advocate for user rights. The protection of personal data is not just a legal obligation but a fundamental human right. Countries in the region have the opportunity to enhance digital trust, drive innovation, and foster economic growth by continuously refining their data protection laws and enforcement mechanisms. Moving forward, sustained efforts in policy development, international cooperation, and public engagement will be crucial in shaping a secure and privacy-conscious digital future." (Conclusion) more

Bias-Arten weisen eine hohe Diversität auf und können in unterschiedlichen Phasen des Lebenszyklus eines KI-Systems auftreten. Eine Auswahl der relevantesten Bias-Arten sowie eine Zuordnung zur Phase des Lebenszyklus, in der diese auftreten, wird dargestellt. Die Detektion von Bias ist sowohl in Daten als auch in bereits trainierten KI-Modellen möglich. Eine Auswahl an qualitativen und quantitativen Detektionsmöglichkeiten wird präsentiert. Anschließend gibt das Manuskript eine Übersicht über Methoden, die verwendet werden können, um Bias in einem KI-System zu verhindern. Diese sind aufgeteilt in Prä-, In- und Postprozessierungsmethoden, abhängig von dem jeweiligen Zeitpunkt, zu dem sie angewendet werden können. Zum Abschluss wird die Interaktion zwischen Bias und Cybersicherheit diskutiert. Das BSI fordert von Entwickelnden, Anbietenden und Betreibenden von KI-Systemen folgende Handlungen: • Wissen hilft bei der Lösung des Problems. Es muss ein ausreichender Informationsaufbau zur Bias-Thematik stattfinden, um entscheiden zu können, welche Arten für die eigene Anwendung relevant sind. (Kapitel 2) • Zuständigkeiten müssen geklärt sein. Für verwendete Datensätze und KI-Systeme muss eine für Bias zuständige Person benannt werden. Diese Person muss in der Lage sein, potentielle Bias zu identifizieren und geeignete Gegenmaßnahmen vorzuschlagen. • Bekämpfung von Bias beginnt bei den Daten. Nach Möglichkeit müssen organisatorische und technische Maßnahmen bei der Datenerhebung etabliert werden, die potentiellen Bias in den Daten reduzieren. (Kapitel 3) • Ziel muss die Minimierung von unerwünschten Bias in KI-Modellen sein. Prä- und Inprozessierungsmaßnahmen müssen – falls anwendbar – vorrangig verwendet werden. Vor der Anwendung von vortrainierten KI-Modellen (beispielsweise KI-Systeme mit allgemeinem Verwendungszweck) muss die Notwendigkeit für Postprozessierungsmaßnahmen geprüft werden (Kapitel 4) • Bei Bias heißt es am Ball bleiben. Through Track II Diplomacy for AI Global Safety dialogue, Globethics has built a community of practice bringing together cross-disciplinary experts from across geopolitical contexts to explore AI-related risks and identify existing harms; particularly those affecting the Global Majority. Two principal categories of risks have been identified: 1. Risks triggered by advanced AI systems versus those resulting from the intended or unintended use of AI by human actors. 2. Future risks versus those already manifesting today. The words of UN Secretary-General António Guterres resonated across the sessions: “the question is not whether AI will influence international peace and security, but how we will shape that influence.” While discussions often swing between hype and horror, this report intends to shape pathways towards hope and trust. Trust, essential for AI adoption, is vital for both the private sector and civil society. Likewise, it emphasizes the importance of human rights, without which there can be no sustainable development or peace. At the core of these global AI Safety discussions was the need to advance concrete mitigation strategies, including: capacity building; addressing existing harms; developing operational frameworks; ensuring intersectional, interdisciplinary, cross-sectoral, multistakeholder participation. A coordinated approach to global safety, diplomacy, and multilateral governance is imperative. Experts agreed that tangible measures, rather than fragmented initiatives and principles, are needed. By coming together across regions, disciplines, and cultures, experts reaffirmed their commitment to stewarding technology for the common good. The dialogues converged into three critical priorities to transform today’s innovation into meaningful societal progress: Strengthening inclusive, representative participation using empowerment and literacy measures for people and communities to shape AI futures; building systems of trust, verification and ethical responsibility across the AI lifecycle marked by due diligence, effective reporting and timely safeguards by design; translating values into action, ensuring coordination and accountability from design to deployment."
